The Project, a regional centre for an oil & gas and energy establishment to service the aviation industry, was won in a competitive bid in collaboration with a construction company, Construction Kaiser Ltd (CKL).

Originally conceived as a barrel to mimic the storage tanks in the surrounding aviation fuel farm, the project was subsequently scaled and modified to include a rectilinear form.
